Diplomacy is not decoration in Era of Conquest — it is the rule that decides who is even allowed to
attack you. You cannot attack another nation unless you are at war with it, so every treaty you sign physically
removes a border from the map. On the harder scenarios, where you start hemmed in by neighbours your own size,
this is the whole early game.

The four relations
- Peace — the default between any two nations. Nobody may attack, but nothing stops a declaration of war either.
- Non-aggression pact — neither side attacks, and the AI drops you from its target list. No obligation to fight for each other.
- Mutual defence treaty — everything a pact gives, plus your treaty partners are dragged into war on your side when someone declares on you.
- War — the only state in which attacks between two nations are legal.
Neutral grey land sits outside all of this. You can take it any time, from anybody, without declaring anything.
Opinion — the number behind every decision
Every pair of nations has an opinion score from −100 to +100, starting at 0. The AI uses it to
decide whether to accept your proposals, whether to attack you, and whether to keep the treaties it already
signed.
What moves it
- −40 you declare war on them
- −30 extra, on top of the above, if you were under a treaty when you attacked — this is betrayal
- −12 to everyone watching a betrayal: the victim's allies and your own other treaty partners all trust you less
- −15 you tear up a pact in peacetime
- +12 signing a non-aggression pact
- +20 signing a mutual defence treaty
- +10 making peace to end a war
- +10 per gift sent, at 8 gold each
- +3 per turn while you and they are at war with the same nation — the enemy of my enemy
- +1 per turn drifting back toward 0
That last line is the important one. Goodwill decays back to neutral at only 1 per turn, so a
−70 betrayal takes seventy turns to forget. Diplomacy in this game has a long memory, and the reputation you
build in the first twenty turns follows you into the endgame.
The thresholds you need to hit
- Opinion 0 or above — they will accept a non-aggression pact.
- Opinion 30 or above — they will accept a mutual defence treaty. You have to build to this; there are no free alliances.
- Opinion 15 or above — the AI stops considering you a target and starts proposing pacts to you instead.
- Opinion −20 or below — trust collapses and they tear up whatever treaty you had.
Gifts cost 8 gold for +10 opinion, which means you can simply buy your way to a pact from a standing start for
about 8 gold, or to a defence treaty for roughly 24. When a border is about to open at a bad moment, that is
frequently the cheapest military spending in the game.
The world reacts to whoever is winning
The AI does not evaluate you in isolation — it watches the scoreboard.

Fear of the leader. Once the largest power is 1.5 times the size of another
nation, that nation starts fearing it and its opinion of the leader falls every turn, faster
the wider the gap.

Coalitions. When fear of a leader drives opinion below −25, nations will
declare war on it — even alone, even when they will probably lose. If you are the runaway leader, this is
coming for you.

Rivalry at the top. The leader in turn sours on whoever is second, dropping their opinion
each turn out of fear of being overtaken.
The strategic consequence is that being obviously first is expensive. There is a real argument
for staying a comfortable second while the leader absorbs everyone's hostility — which is exactly what the

Instigating a war — 14 gold
You can pay 14 gold to push another nation into declaring war on a third party. The target has
to be someone they could plausibly attack, and you can never point them at your own ally.
This is the best gold-for-effect purchase in the game when it works. It does not cost you a single soldier, it
does not damage your reputation with the victim, and it ties up an enemy on a front that is not yours. Its best
use is on a stalemate: when you and a neighbour are dug in and neither can break through, opening a second
front on their far side is how the deadlock ends.
Practical diplomacy
- Secure the rear before you commit. A pact on your quiet border is worth more than the troops you would have to leave there.
- Do not betray cheaply. Attacking through a treaty costs you 70 opinion with the victim plus 12 with every onlooker, and it takes most of a match to repair. Break the pact first and eat the −15 if you must.
- Buy pacts before you need them. Gifts are cheap in the early game when you have nothing to spend gold on, and the opinion is still there twenty turns later.
- Watch the size ratio, not the borders. The moment you cross 1.5 times a neighbour's size, they begin turning on you whether or not you have done anything to them.
- Make peace when a war stops paying. Ending a war is +10 opinion and frees the whole front, and there is nothing stopping you from declaring again later.

정복시대에서 외교는 장식이 아닙니다. 누가 나를 칠 수 있는지를 정하는 규칙입니다.
전쟁 중이 아니면 다른 나라를 공격할 수 없기 때문에, 조약 하나를 맺을 때마다 국경 하나가 지도에서
실제로 사라집니다. 나와 같은 크기의 이웃에 둘러싸여 시작하는 어려운 시나리오에서는 이게 초반 전부입니다.

네 가지 관계
- 평화 — 두 나라 사이의 기본값. 서로 못 치지만, 선전포고를 막는 것도 없습니다.
- 불가침조약 — 서로 안 치고, AI 의 표적 목록에서 빠집니다. 대신 참전 의무는 없습니다.
- 상호방위조약 — 불가침이 주는 것 전부에 더해, 내가 선전포고를 당하면 조약 상대가 내 편으로 전쟁에 끌려 들어옵니다.
- 전쟁 — 두 나라 사이의 공격이 성립하는 유일한 상태입니다.
회색 중립 땅은 이 전부의 바깥에 있습니다. 아무 선언 없이, 언제든, 누구에게서든 먹을 수 있습니다.
호감도 — 모든 판단 뒤의 숫자
모든 두 나라 쌍에는 −100에서 +100까지의 호감도가 있고 0에서 시작합니다.
AI 는 이 값으로 내 제안을 받을지, 나를 칠지, 이미 맺은 조약을 지킬지를 정합니다.
무엇이 호감도를 움직이나

마지막 줄이 중요합니다. 호감도는 턴당 1씩만 중립으로 돌아옵니다. −70짜리 배신은 잊히는 데
70턴이 걸린다는 뜻입니다. 이 게임의 외교는 기억이 길고, 초반 20턴에 쌓은 평판이 끝까지 따라옵니다.
넘어야 할 문턱
- 호감 0 이상 — 불가침조약을 받아줍니다.
- 호감 30 이상 — 상호방위조약을 받아줍니다. 쌓아 올려야 하고, 공짜 동맹은 없습니다.
- 호감 15 이상 — AI 가 나를 표적으로 안 보고, 오히려 먼저 불가침을 제안합니다.
- 호감 −20 이하 — 신뢰가 무너져 맺어둔 조약을 상대가 파기합니다.
선물은 금 8에 호감 +10입니다. 즉 0에서 시작해도 금 8이면 불가침을, 24쯤이면 상호방위조약을 그냥 살 수
있다는 뜻입니다. 나쁜 시점에 국경이 열리려 할 때, 이건 게임에서 가장 싼 군사비인 경우가 많습니다.
세계는 1등에게 반응합니다
AI 는 나를 따로 떼어 평가하지 않습니다. 순위표를 봅니다.

패권국 공포. 최대 세력이 어떤 나라의 1.5배를 넘으면 그 나라는 최대
세력을 두려워하기 시작하고, 그에 대한 호감도가 매 턴 떨어집니다. 격차가 클수록 빨리
떨어집니다.

연합. 그 공포가 호감을 −25 아래로 끌어내리면, 나라들은 최대 세력에
선전포고합니다 — 혼자라도, 아마 질 걸 알면서도. 내가 폭주하는 1등이면 이게 나에게 옵니다.

1등과 2등의 견제. 1등도 2등을 싫어하게 되어, 추월당할 공포로 매 턴 호감을 떨어뜨립니다.
전략적 결론은 대놓고 1등인 게 비싸다는 것입니다. 1등이 모두의 적의를 흡수하는 동안 편안한
2등에 머무는 데는 실제 근거가 있습니다 — 위임의 "2인자" 태세가 정확히 그걸 하도록 만들어진 것입니다.

전쟁 사주 — 금 14
금 14를 써서 다른 나라가 제3국에 선전포고하게 만들 수 있습니다. 대상은 그들이 실제로 칠 만한
상대여야 하고, 내 동맹을 겨누게 할 수는 없습니다.
먹힐 때는 게임에서 금 대비 효과가 가장 좋은 지출입니다. 병사 한 명도 안 들고, 피해자와의 평판도 안 깎이고,
내 전선이 아닌 곳에 적을 묶어둡니다. 가장 좋은 쓰임은 교착입니다 — 나와 이웃이 서로 파고들어 아무도 못
뚫을 때, 그들의 반대편에 두 번째 전선을 여는 것이 교착을 푸는 방법입니다.
실전 외교
- 지르기 전에 후방부터. 조용한 국경의 조약 하나가, 거기 남겨둬야 했을 병력보다 값어치가 큽니다.
- 싸게 배신하지 마세요. 조약을 뚫고 치면 피해자에게 호감 70이 날아가고 구경한 모두에게 12씩 더 깎이며, 회복에 한 판의 대부분이 걸립니다. 꼭 쳐야 하면 먼저 조약을 파기하고 −15만 감수하세요.
- 필요해지기 전에 조약을 사두세요. 초반에는 금 쓸 데가 없어 선물이 싸고, 그 호감은 20턴 뒤에도 그대로 남아 있습니다.
- 국경이 아니라 크기 비율을 보세요. 이웃의 1.5배를 넘는 순간, 내가 그들에게 무슨 짓을 했든 안 했든 그들은 등을 돌리기 시작합니다.
- 수지 안 맞는 전쟁은 끝내세요. 종전은 호감 +10에 전선 하나가 통째로 풀립니다. 나중에 다시 선전포고하는 걸 막는 것도 없습니다.
